Meter seal, which is also known as meter locks, is mainly used to prevent the theft of electricity. With the increase in the use of electricity meters, the meter seal has not only a role in security and anti-theft, but also as a certificate of conformity. The meter is qualified and sealed at the factory , indicating that it can be installed and used. Each seal has a specific code just like a warranty paper.

Meter seals can not be opened privately, as long as it is privately opened, it will be treated as theft. According to the power law of the People's Republic of China, the person who stole the power was fined not more than five times the amount of the electricity fee; If the time for stealing electricity cannot be ascertained, the resident user pays the electricity fee according to the capacity of the meter for 6 hours per day for a total period of 6 months.
Each meter has a meter seal, which is sealed by the local power company and is the power company's assets. The main function of this meter seal is to prevent someone from stealing electricity. According to the “Regulations on the Supply and Use of Electricity,” it stipulates that using electricity by forging or opening the seals of electricity metering devices sealed by legally or authorized measurement appraisal institution is an act of electricity theft. Therefore, the meter seals can not be opened arbitrarily.
